Just like US, add the question line in the visa application form:

Have you ever joined the terrorist organization or religious extremist organization in the past?

Have you ever joined the separatist organization in the past? 

Have you ever joined the organization that is tasked to overthrow the government?

The person who answers yes will be on the watch list. The person who lie to the visa officer can be deported. 

The government can determine whether to deport those personnel who lie to the visa officer.
