The definition of public safety include human resources, infrastructure, administration and operations. What the government is saying that only part of operation is categorized as "维稳".

How can you operate without human capital, without training, equipment,infrastructure, support,   administration, wages, overtime pay, insuracne, etc..? You just cannot strip these costs.
