Lots of concepts have not established when nations start to work together first time like today. 

One example, we know in any country if somebody drops a bomb on any person's house. That action will be charged with murder of the family who live inside it. But when NATO dropped a bomb on Ghazafi'house. NATO denied it, NATO said it just stop Ghazafi's voice or commanders.

Aiweiwei has been acting against public safety and national security, but he is called activists. Chinese government should have rights to protect public safety and national security. It is not party authority.

I suggest China creates a concepts working group with focus on terminologies.
