The issue of comfort women and whether victims are adequately compensated have long been thorny issues in Japan-South Korea relations. On December 28, 2015, Japan and South Korea reached the "final" and "irreversible" "Korea-Japan Comfort Women Agreement" on the "comfort women" issue in Seoul, the capital of South Korea. According to the agreement, the Japanese government will contribute 1 billion yen to the "Reconciliation and Healing Foundation" led by the South Korean government to assist the surviving South Korean "comfort women" victims. The agreement was approved by Japanese Prime Minister Shinzo Abe and South Korean President Park Geun-hye at the time, but it caused strong dissatisfaction in South Korea.
